Play in handlebars

When I put the brakes on and off moving the bike forwards or backwards I can see and feel quite a bit of movement between items #7 and where it goes through #4 on this diagram:

I'd call them the riser and the headstock. Just tried it and can move the handlebars back and forards without needing to use the brakes.

Is it normal?

The specific hack is from the youtube MT07 bolt shot on series where the guy adds a washer to reduce the dampening.
