First, a battery tender is not meant to charge a completely drained battery, it's better to use a regular battery charger. And, how old is the battery/motorcycle, and is it a stock or aftermarket battery. I've never had a completely drained battery on my XSR but the chirping may be telling you you're wasting your time, not enough juice to charge the battery. I'm not sure, but what was the actual voltage before you put the tender on it? You very well may be in the market for a new battery.
I had same problem. Unfortunately it'll be a new battery. I had a Yausa and charged it with a proper bike battery charger before installing it. Since then no problems, but I put a trickle charger optimate on it if its going to be a few weeks between rides
